I've got the same problem, stupidly was trying to help couple of me friends creating apple ids for them on my iphone. i can't create a new apple id on this device (i reached my limits) and i can't even use an account that i've already got (after creating it on my pc).. He bought the iphone, created new apple id (icloud email), he didnt liked the username, reseted the phone to factory settings and created new apple id. than, he decided that his second apple id is somehow hacked (he is really paranoid), so reseted the facotry settings again to star as new and create a third account..

Yes, you can establish a new apple id from another iphone (or another idevice) provided that it has not yet activated the maximum number of accounts associated with that particular device. once the limit of three is reached, the iphone (or any other device) cannot create any more apple id/icloud accounts. there is currently no way whatever.
